Go to wikipedia---once there, place into the search, Library of Congress---look into what happened to cause the Capitol to be moved from Philly to Washington D.C.---teach yourself something about de/facto record keeping---who is allowed to use the facility?---How do you gain access to this facility? Ask yourself the question: Why was I not taught about this facility or about its functions. Please coment and state questions that arise from this inquiry.
President John Adams signed an Act of Congress in April 24, 1800, establishing the Library and moving the seat of government from Philadelphia to Washington, DC.
The library is open to the general public for academic research and tourists. Only those who are issued a Reader Identification Card may enter the reading rooms and access the collection. The Reader Identification Card is available in the Madison building to persons who are at least 16 years of age upon presentation of a government issued picture identification (e.g. driver's license, state ID card or passport). However, only members of Congress, Supreme Court Justices, their staff, Library of Congress staff and certain other government officials can actually remove items from the library buildings. Members of the general public with Reader Identification Cards must use items from the library collection inside the reading rooms only; they cannot remove library items from the reading rooms or the library buildings.
I was probably not taught no thing about the Library of Congress because those who taught me may have not known or deemed it unuseful.
As far as defacto record keeping, I am still trying to understand what I read.

The District is created a government by the name of the "District of Columbia," by which name it is constituted a body corporate for municipal purposes, and may contract and be contracted with, sue and be sued, plead and be impleaded, have a seal, and exercise all other powers of a municipal corporation not inconsistent with the Constitution and laws of the United States and the provisions of this Code.
