It might be wise to investigate the McCarran Act also. While it is alleged that the KAP was fictional, it would be prudent to understand that countries, armies, and their intelligence apparatus have for decades created "war plans" and contingencies in case of internal rebellion. In fact during the period preceding World War 1 most of the European countries while claiming to be in cahoots and in fact signing non aggression pacts with each other, at the same time had war strategies against each other just in case. Let us not forget Hitler's "Final Solution." So there is precedent.

Back in the 60s there was a "real" threat and possibility that this thing called black power could go virulent. None of the powers had factored that Negroes would indeed throw off their passivity and take up arms. This is a context I think most young people find it hard to accept or digest, that is that most negroes were and are still COWARDS!

J. Edgar Hoover was shocked to see Niggers with Guns walk into the state house in Sacramento California. Behind that and other "black militants" the FBI devised a strategy, CONITELLPRO to dilute and destroy any threat from this group.

Please understand that that COINTELLPRO wasn't known about back in the 1960s or even the 70s. It wasn't until the FOI act that much of what is known today came out. So understand that a part of the KAP possibly was already in effect and it worked, who knows what would have happened if the seeds of revolt would have spread and been diffused more broadly into the communities?

We do know that Joe Black and Carl Rowan were a part of a plan to work the mental legerdemain required to keep people dumbed down!

As Dr. Black often states, do not take my word for anything. I may be wrong. I was just offering some context, that is giving texture to the weave of the story. You will not know because you read my post. You may gather some data, or some information, but data is not knowledge. The best thing, at least I think, I reason, is to check for yourself. Check different sources and check some more and then really think about it.

If you only view a video recording of a lecture you will only get that presenter's perspective on what he or she has gathered. However, how would you know that he or she is telling the truth? What if they are just embellishing what they heard or saw from someone else? Did they offer you their sources? Did they tell you how they came to whatever conclusions they arrived at? They they share with you how to come to know?

Unless an author, a presenter, a lecturer is doing that they are not sharing the tools of power. Only when one learns how to learn so that they can come to know and ultimately come to understand is power in one's grasp.

I suggest you, including myself, look for all the historical vital contextual nuances they can find while do the work. I have found that seemingly innocuous little tidbits of information sometimes carry powerful mental adhesives to connect fragmented abstracts. Do you get my picture?

As you learn to Master YOURSELF there is no longer a need for a Head Master. The replication process is one of the hardest things to learn and (I) think that we are almost THERE!!!!!(B)

I have to begin by saying I feel rather silly, BELIEVING.....hearsay!  Another trip down the rabbit hole, thank you for the light to find my way out.

2.  The King Alfred Plan, (I've also heard it referred to as Rex 84) first appeared in a 1967 novel written by John A. Williams a fictional (invented) account on the life and death of another writer Richard Wright. 

3.  Possibly to promote his book, Williams photocopied portions of his writings and left them on subway seats.  It was possibly promoted even more by Gil Scott Heron's song, King Alford Plan.

4.  The King Alfred Plan is not a real document produced by someone in a governmental position.  It is created by author John A. Williams.  The Rex 84 plan is alleged to be a Readiness Excercise patterned after a 1970s report written by the acting FEMA chief.  A 1987 newspaper article made claims that the acting FEMA Chief once had written a paper advocating forcible relocating so called black people.  No evidence was presented to support the claim made by the author of the newspaper article.
