Whether something is High or Low context also depends upon the perspective of the viewer. What the speaker does not get into is High and Low context cultures and from my experience Memphis (and the parts of Eastern Europe) are High context in that, people in those areas expect others to "know" and or agree and "think" the same way they do without question. Whereas places I have been to that have beaches and/or are in the tropics, tend to be low context, where people ASK questions and invite others to do things and don't assume because they never know whom they are talking to, it could end up being someone who will help them out or hurt them later one depending on how they treated them before. Possibly the amount of tourists has something to do with it but it cannot be that simple for Prague and Memphis both have a lot of tourists but the Slav culture evidently became slave culture.
