That requires initiative and comprehension. and empowerment. Once data is obtained, than the skill set of discernment is needed for decision-making. Barack Obama demonstrated an ability to bring people together and an ability for teaming & networking. Now, he demonstrates the ability to get things done even though the (broad) bi-partisanship he was hoping for has not yet occurred. What has occurred is the mass immaturity and insanity that is out there and that has been amazing.
