<p>Registration is now open for T.O. Fuller State Park’s Junior Ranger Day Camp. The camp will be held June 18-20 for ages six to 14.</p>
<p> </p>
<p>The free camp will offer programs to help children build a better relationship with the great outdoors and to have fun while learning. It will be held each day from 5 p.m. until 8 p.m.</p>
<p> </p>
<p>Programs will include safety, Birds of Prey, reptiles and amphibians, park history, geology, wetlands and plants. The camp will also include various hikes, games and crafts.</p>
<p> </p>
<p>Campers should bring sturdy shoes for hiking, along with shoes to wear in the creek for a water hike. They should also bring sunscreen, a hat, small backpack, insect repellent and a camera. Snacks and water will be provided.</p>
<p> </p>
<p>The registration deadline is June 13. Forms can be picked up at the park office or by contacting <a href="mailto:Michael.Champagne@tn.gov">Michael.Champagne@tn.gov</a> or 901-785-8485. The camp is limited to 30 participants.</p>

<p><b>Tennessee Work-Share Act approved in subcommittee</b></p>
<p>The House Consumer and Human Resources Subcommittee voted 6-0 for the ‘Tennessee Work-Share Act’ by House Democratic Leader Craig Fitzhugh. The bill creates a program to help avoid employers having to lay off their employees in a temporary downturn situation. Instead of laying off the employees completely, employers would have the ability to reduce employee hours while allowing those employees to receive unemployment compensation for the reduced time. In this situation, if an employer had 100 employees and was faced with laying off 20 of them, they could participate in the work sharing program so they move more employees to a four day work week instead of a five day work week, while allowing those employees to apply for unemployment benefits to offset the cost.</p>
<p>By implementing the Tennessee Work-Share Act we can reduce the financial and psychological costs associated with layoffs. Additionally, this program will help businesses rebound faster when their business climate improves. The bill is being supported by organized labor, business groups like the NFIB, and the Department of Labor. It is now scheduled to go before the full Consumer and Human Resources Committee on April 1<sup>st</sup>.</p>
<p> </p>
<p><b>Effort to Compensate Student Athletes Moves Forward in the House, Dies in the Senate</b></p>
<p>HB2147 by Rep. Antonio Parkinson (D-Memphis) passed out the House Education Subcommittee this week only to later be narrowly defeated in the Senate Education Committee the next day. The bill would create the Student Athletic Trust Fund to help compensate student athletes after they leave college. The legislation was brought in the midst of a national conversation over whether it is fair for colleges and universities to reap millions of dollars in profits while student athletes are under tight restrictions as to what compensation they can and cannot receive. Under this proposal, colleges and universities who participate in Division I NCAA sports would contribute one percent of receipts from their athletic program to a trust fund managed by the State Treasurer. Student athletes would then be eligible for grants up to $75,000 upon graduation.</p>
<p> </p>
<p><b>Effort to eliminate daylight savings time was turned back</b></p>
<p>Despite suggestions by Rep. Curry Todd (R-Collierville) that his bill, HB1909, had widespread support across Tennessee, the State Government Committee defeated his proposal to eliminate Daylight Savings Time in Tennessee. During discussions on the bill, various legislators raised concerns about the impact on commerce in our state, in addition to creating unnecessary confusion. In order to appease critics, Rep. Todd offered an amendment that would have exempted East Tennessee from the proposal, which would have created a two hour time difference in certain parts of the state. The bill was ultimately defeated on a 5-6 vote.</p>
<p> </p>
<ul>
<li>The House passed HB1883 by Rep. Vance Dennis (R-Savanah) which removes prohibitions against the sale or carrying of switchblades or knives longer than 4 inches.</li>
<li>Legislation to prevent Nashville from building a Bus Rapid Transit lane passed the Senate on Thursday. The Senate version prohibits bus lanes that use the median to let passengers on and off, while the House version currently just requires Nashville to get legislative approval for the Amp through the normal budgeting process.</li>
<li>A bill to allow medical marijuana failed in the Health subcommittee on a party-line vote. HB1385 by Rep. Sherry Jones would have allowed doctors to prescribe medical cannabis for medical conditions such as PTSD, HIV/AIDS, cancer and Lou Gehrig’s disease.</li>
<li>The House Criminal Justice committee moved forward a bill to limit the amount of pseudoephedrine an individual can purchase in an effort to crack down on the production of Methamphetamines. The House version would limit sales to 5.8 grams a month or 28.8 grams a year, whereas the Senate companion bill limits sales to 4.8 grams a month and 14.4 grams a year. </li>

<p>This bill revises the Tennessee Community Gardening Act to remove the permitting process for using vacant public land for gardening and makes various revisions to the Act regarding community gardens, as described below.</p>
<p> </p>
<p><b><u>HJR 0553</u></b></p>
<p>General Assembly, Statement of Intent or Position - Acknowledges, renounces, and expresses regret for the Removal Act of 1830 and the Trail of Tears.</p>

<p><b><u>HB 2445/SB 2495</u></b></p>
<p>This bill authorizes the production, sale, possession, and research of industrial hemp. This bill defines "industrial hemp" as the plants and plant parts of the genera cannabis that do not contain a delta-9 tetrahydrocannabinol (THC) concentration more than three tenths of one percent on a dry mass basis, grown from certified seed. This bill requires the department of agriculture to regulate the farming of industrial hemp through a system of licensure and rules. Any person who grows industrial hemp without a license will be subject to prosecution in the same manner as a person who is growing marijuana. This bill specifically excludes industrial hemp from the definitions of illegal cannabis and schedule VI controlled substances. This bill also includes industrial hemp as a farm product under the Right to Farm Act, which means industrial hemp operations will be presumed to not be a nuisance under such Act.</p>
<p> </p>
<p><b><u>HB 1767/SB 1896</u></b></p>
<p>Generally, under present law, trial court judges are elected but appellate or supreme court judges are appointed by the governor, after being nominated by the judicial selection commission. At the end of the appellate or supreme court judge's term, there is a vote on whether to retain or replace such judge. </p>
<p> </p>
<p> This bill removes the present law provisions regarding the nomination, appointment, and performance evaluation of appellate and supreme court judges and instead requires the election of all judges. This bill specifies that if a vacancy occurs during the term of office of any judge, including an appellate or supreme court judge, then the vacancy would be filled, for the remainder of the unexpired term, by the qualified voters of the state in a contested election held at the next regular August election recurring more than 30 days after the vacancy occurs. In the meantime, the governor would appoint a person to discharge the duties of such office until the first day of September next succeeding the election.</p>

<p>Capital Punishment - As introduced, provides that if the lethal injection method of carrying out the punishment of death is found to be unconstitutional or the commissioner certifies to the governor that an essential ingredient for that method is unavailable, the method of carrying out the death sentence is electrocution. - Amends TCA Title 40, Chapter 23, Part 1</p>

<p>Veterans’ Affairs, Dept. of – As introduced, permits and disabled veteran to receive a free disabled veteran decal to affix to any license plate issued by this state; such decal will afford the disabled driver the same parking privileges as a placard.</p>

<p>Under present law the state university and community college system and the University of Tennessee board of trustees are authorized to establish rules defining residency of students, which, when approved by the governor and the chancellor of the state university and community college system, as appropriate, will be used to determine whether out-of-state tuition will be charged to an enrolling student.</p>

EEOG President George Thomas will moderate the forum featuring legal counsel, civic educators and members of the Memphis public defender's office. Fresh from a well-attended and successful legal seminar in Nashville last month, the panel is eager to serve the citizens of Memphis, TN with a variety of solutions. Some topics of interest will cover how to reinstate a citizen’s driver license, how to get a negative record expunged and what rights citizens have when stopped by the police. “We encourage the great people of Memphis to attend this seminar and get your legal questions answered for free”, said Thomas. Citizens who have had issues, questions or concerns with legal matters are welcome. The event is FREE and open to the public.</p>

<p>God has truly allowed us to make great accomplishments in the city. We are currently working with State Representative Barbara Cooper and Dr. Benjamin Carson on education reform. We have adopted 3 Memphis City Schools including Crump Elementary, Cummings Elementary and Overton High School. These school will participate in both of our outreach programs (Reading Room Project and FAM (Fostering Ambitious Minds) Student Board. </p>

<p> I really appreciate your consideration to help with our youth programs. Thank you for helping grow Inner L.I.G.H.T. and the revolution we and our associates are impacting on the city of Memphis. L.I.G.H.T. stands for Life, Intelligence, Generosity, Humility and Talents. We strongly believe that if we are able to integrate these characteristics into the youth, then our city will have a very bright future. Honestly, you have an amazing attitude and personality. I believe that Inner L.I.G.H.T. would benefit from your attributes. I would like to invite you to our FAM (Fostering Ambitious Minds) meetings. The information about the meetings are below. </p>

<p> The FAM student board meetings will be held on the dates below at 11:00 AM - 2:00 PM. The location is 1115 Union Ave Memphis, TN 38104 at the Wellness Church Health Center . The purpose of the student board is to challenge students to exercise their critical thinking skills in order to develop ideas and programs to attract and educate other young adults. Several topics will be discussed over three months, those topics are addiction problems, domestic & sexual abuse issues, education reform and social reform. I hope that you will be encouraged to come and part take in Inner L.I.G.H.T.'s goal to inspire others to have a positive outlook on life.</p>

<p> The primary purpose of the Reading Room program is to provide funding and support to local schools so that they can create a nurturing environment for children to feel safe and secure as they develop their reading skills. The Reading Project is dedicated to combating illiteracy and promoting leisure reading as a key to unlocking a child's potential. Each room is filled with hundreds of books for students to explore from a variety of authors, topics, and genres. The Reading Room is decorated with attractive, eye-catching artwork based on Inner L.I.G.H.T.’s philosophy of life, intelligence, generosity, humility and talents. The cozy environment encourages students and their families to come together to recognize the importance of reading. The Ben Carson Reading Project is seeing some amazing results. Last year, students logged over 15 million minutes of independent reading in the Ben Carson Reading Rooms. The Ben Carson Reading Project nurtures the entire school and allows students to develop the skills necessary to become lifetime readers and learners. Implementing reading rooms into early child development educational institutes enables students to engage in the importance of English composition, grammar and literary creativity.</p>

<p> We are very grateful for the initial support that you provided Inner L.I.G.H.T. last year. We are currently in the process of establishing two outreach programs that will start in August. We are asking that you forward this email to your colleagues in hopes to reach all of Memphis. </p>

<p>The Cooper/Jones Initiative will focus on developing the first Commission on Education Prevention and Behavior Modification for the City of Memphis and Shelby County. Our mission is to create a diverse body that can make informed recommendations and decisions in the form of “planning” as opposed to “reacting” to how, what, and where our children learn. The Commission will address such issues as health, education, drug abuse, crime, housing, violence, elder care, child welfare etc, in an attempt to assist the City of Memphis and Shelby County with economically deprived and disadvantaged communities throughout the districts.</p>
