While doing the re-search on Penal Colonies, I discovered some information in the 1935 Columbia Encyclopedia regarding labor colonies and here are a few excerpts:
Labor Colonies were agricultural settlements of the unemployed or unemployable. Agriculture was chief means of employment but additional occupations were available. The Salvation Army sponsored such colonies in the United States. Of the several colonies in England and Scotland, one of the more important locations was Hadleigh, maintained by the Salvation Army. Hadleigh really was a training farm for boys sent as emigrants to the Dominion.
